From what I read, since rivers were seen as dragons, the act of building a bridge was akin to putting shackles on (aka binding) a dragon. This was said to anger the dragon and cause many accidents to occur during— as well as after— the building process (bridge collapsing, crashes, etc.) To appease the dragon, there had to be a living sacrifice.
