For me, this arc is like the Arc 8, just unlike in that arc where the revenge target is innocent, in this arc, the target really guilty of the motive, and the prepetrator of the revenge is the shou, not the gong.
So, for me there’s no a scum in this arc, because everyone are scum in here. 😅
