i really doubt someone with a normal prosthetic leg can run that easily

Modern prosthetics are pretty good, I’ve done research into them before. More athletic people who run on the regular might have a specialized leg, but even with a normal prosthetic you can still learn to run. The ease and gait of which you can do so though depends on how much leg was amputated, the flexibility of the prosthetic, and how much you’ve practiced. A full leg prosthetic might be harder to run with than one that’s knee-down, for example. There are a lot of factors to consider, and it’s hard to tell what would be the case with Cen Qian.
