      It’s a 24-hours cooldown per card. It’ll take 3 days for the draws to max out at three if he started from zero, which is why he draws once a day to keep that from happening.

      Like in chapter 63 it is said that Van Zhuo entering the infinite loop 4 years ago, but in chapter 98 it is said that Van Zhuo has survived in the infinite loop for two years 🤷🏼‍♂️
