i have some basic understanding of the office positions after reading through nearly 3000 pages of qiang jin jiu ☠️😭 i believe censors are kind of like auditors, and they make sure that the various ministries are doing their work properly. they can even be a lot lower in rank than the officers that they are surveying, and still have power over them to report of any misconduct or fraud. kind of like a third party that is not oppressed by the ranking hierarchy, so that they can carry out their audits freely.
