I’ve frequently seen permanently affixed concrete pedestal tables in university squares, with permanent cement short stool seats around them, instead of benches. It’s easier for people to sit down and get up without getting tangled with the others using the table, that way, so it’s better suited to places where a table might seat several unrelated individuals instead of a unified group.
