I’m going to go with the assumption that when certain powers began meddling with rebirth and all that, that caused a ripple effect that led to transmigrators slipping in… either because natural laws were tampered with and this was a side effect, or because while one force appears to push for war, another wants to stop it. The world’s governments are in a tizzy because nobody wants to fight anymore. It’s the kind of idea that can make a person feel really hopeful about the possibility of human beings at peace.
